I run into the same problem with the circuit editor. Installed Flux 10.4 and replaced the files in the bin folder with the medicated ones you supplied. Then I run flux 10.4. It starts normally, but when you press on "Circuit" that invokes the circuit editor it gives a message about "invalid license file".
The .exe file that is supposed to start after pressing "circuit" is electriflux.exe. Would you please have a look why the medicine doesn't work for it.
I am under winxp_x64.
