问题解决了，少做了几步，现在贴上来：
1) copy license.lic to Ansoft\Admin folder
2) copy Ansoft2008Fix.exe to Ansoft\Maxwell12 folder and run it there (instead of Ansoftfix.COM)
3) run Maxwell12fix.exe and patch all files.
4) run application
